A vehicle that has stopped running usually comes with a complication attached. These are the ones confirmed as accepted, and none of them changes whether the vehicle is bought.

A vehicle with no keys is accepted, and there is no deduction for their absence. A vehicle that does not run is accepted, so nothing about the sale depends on the ignition. You do not need to find the keys before calling; what has to be in place is proof of ownership, and that is a document rather than a key.
A vehicle with no plates is accepted. Plates are not what establishes that a vehicle is yours to sell, so a missing plate does not stop a sale. What is required at collection is proof of ownership on every purchase, and an active lien cleared if one is registered. Neither of those is affected by whether a plate is fitted.
Two requirements sit outside the physical state of the vehicle, and no condition of the vehicle changes them.
A vehicle that does not start is valued on the same four factors as one that does: its weight, the scrap-metal market price, the salvageable parts still on it, and its year, make and condition.
Not running does not move a vehicle into a separate category. An intact car is worth more than a stripped one of the same model, and a vehicle that stopped running with its parts still on it is an intact car.
